The Public and Educational Lending Rights Committee represents Australian authors, publishers and libraries in relation to the lending rights program.
The Public and Educational Lending Rights Committee is part of the governance and advisory arrangements for the Public and Educational Lending Rights scheme. Day to day operation of the scheme is managed by the Office for the Arts within the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts.
Under the Public and Educational Lending Rights (Better Income for Authors) Act 2026 a committee representing Australian authors, publishers and libraries is appointed by the Minister for the Arts.
If you are interested in joining the Committee or any other statutory and non-statutory boards, councils and committees within the portfolio of the Minister for the Arts, you can submit an Expression of Interest.

Review of Lending Rights decisions
If the Secretary of the department makes a decision affecting you, you have 28 days to ask them to review the decision. There is no fee, but you must make the request for a review in writing.
The department can extend the time limit, but you will need to ask for an extension and explain why you need it in your request.
If the department doesn't respond within 90 days, the decision stands. In that case, or if you do not agree with the revised decision, you can apply to the Administrative Appeals Tribunal for a review.
