Cultural heritage items and collections form a memory bank and a vital resource for current and future generations. It is essential they are not only looked after, but are understood, interpreted and used in meaningful ways.

Significance: a guide to assessing cultural collections, third edition (Significance) helps individuals and organisations to identify and understand the significance of cultural items and collections, and to explain how and why they are important.

It provides a consistent and practical method for understanding the meanings and values of items and collections. The guide can support decisions about acquiring, conserving, interpreting, accessing, digitising, funding and prioritising collection items.

Significance is based on a framework that was developed in 2001 and revised in 2009. The 2009 edition has continued to be widely used across the collecting sector, from Australia's large public collecting institutions to regional, community and volunteer-run organisations and private collectors.

Third edition

The third edition of the guide, released in November 2026, builds on the established Significance framework while reflecting contemporary collections and collecting practices.

Updates include:

  • new guidance on the management of First Nations cultural heritage material and community consultation, and new examples of First Nations items and collections throughout the guide
  • minor changes to the primary and comparative criteria of the framework to better reflect the many ways in which significance can be understood
  • more than 40 new and expanded examples of significance assessments and other case studies from a range of collecting organisations across Australia, reflecting the diversity of item and collection types and themes, and including born-digital items and collections
  • stronger recognition of collections relating to the diversity of the Australian community, including culturally and linguistically diverse communities
  • enhanced guidance on consultation, provenance and provenance research
  • new guidance on the application of Significance in relation to archives and operating heritage items and collections
  • additional information on how Significance can be used to inform strategic collection management practices
  • new guidance on how the framework interacts with government funding programs and specific legislative frameworks
  • improved guidance on accessibility and the use of artificial intelligence
  • additional resources to guide users in the application of the Significance framework.

The new edition continues to provide practical guidance while helping users respond to the evolving needs of collections and communities.

The third edition replaces the 2009 publication, Significance 2.0. It is an action under the Strong Cultural Infrastructure pillar of Australia's National Cultural Policy, Revive: a place for every story, a story for every place. The updated guide was informed by public consultation and targeted stakeholder engagement and developed in close consultation with experts in the collecting sector.
